East Hartford's PreSchool Program for young children (aged 3 and 4) and their families is located at the Early Childhood Learning Center (ECLC) at Hockanum School.
East Hartford's ECLC is home to a variety of services for PreK children and families. The district's Head Start, Birth to Three, School Readiness, Smart Start, PreK Special Education, Family Resource, Family/Community Partnership and School Based Health Center programs are all housed within this PreK center. In addition, the ECLC is home to Adult Education classes.
In addition, Family Resource Centers, serving families with children from birth to five years of age, are also located in the following Elementary Schools:

The PreSchool curriculum is designed to encourage mastery of school readiness skills by providing a variety of activities that promote the development of the whole child. The program fosters engaging academic, artistic and social development opportunities for young children. Hands-on learning, inquiry experiences through play, and multiple opportunities for students to practice language skills, large and fine motor skills, early literacy and math skills, and self-help skills are all encouraged daily. Activities are done inside as well as outside, weather permitting, on a daily basis. The curriculum meets the requirements for the following:
- The Connecticut Framework PreSchool Curricular Goals and Benchmarks
- Head Start Performance Standards and Child Outcomes
- National Association for the Education of Young Children
- East Hartford Curriculum Standards which consist in the primary curricular guide of the Creative Curriculum.

Head Start Program overview
East Hartford's Head Start program is located within the Early Childhood Learning Center (ECLC) at Hockanum School. Head Start is a grant-funded comprehensive preschool program for eligible children, ages 3-5.
East Hartford's Head Start program:
- Utilizes a developmentally appropriate curriculum
Is for East Hartfordresidents only
- Offers full day (6.0 hour) classes for most students and part-day classes for students who require half-day programming
- Follows the federal Head Start income eligibility requirements
- Provides services to families both in and off site
- Provides health and developmental screenings for all children

School Readiness Program overview
East Hartford's School Readiness program is located within the Early Childhood Learning Center (ECLC) at Hockanum School. It is a state initiative jointly funded through the Connecticut State Departments of Education and Social Services and administered by the Connecticut State Department's Office of Early Childhood. The program was established in 1997 under Connecticut Public Act #97-259 An Act Concerning School Readiness and Child Day Care. The initiative was developed to encourage families to enroll their preschool children in high-quality, affordable child care programs.
The School Readiness and Child Day Care Grant strives to meet three (3) objectives:
- Increase the number of spaces available in quality child care programs
- Increase the number of full-day, full year child care spaces
- Allow for a cost sharing between families, the state and its various agencies, and communities
The East Hartford School Readiness Council is a membership appointed by the Superintendent of East Hartford Public Schools and the East Hartford Mayor. Members of the Council include educators, community residents, child care providers, public school personnel, parents, community agencies, government officials, and individuals who share an interest and concern for the needs of the families and young children in the East Hartford community. New members are encouraged and welcomed.
Families wishing to enroll in EHSR programs must meet certain eligibility requirements. These requirements include:
- Children enrolling in the program must reside in East Hartford
- Families must be charged a fee based on household income
- Families must enroll their children in a full-day program (7-10 hours a day, 5 days a week), a school-day program (6 hours a day, 5 days a week), or a part-day program (2.5 -6 hours a day, 5 days a week)
Along with providing quality child care spaces, the East Hartford School Readiness Program also offers workshops for families, child care providers, and relative care providers. The EHSR program offers CPR and First Aid training, Child Development Associate Credential trainings, Early Childhood Education conferences, health care services, books, activities, and other materials to enhance Early Childhood Education.
East Hartford's School Readiness Programs provide children with an early education to ready them for kindergarten. Families fees are based on income and number of children in the family and are determined by the CT State Department of Social Service's State Median Income Rates.
The East Hartford School Readiness Programs are more than care for children. They are programs that assist families and members of our community with providing a strong foundational start for our youngest learners.
